Device Manager Error Code 28: Drivers Not Installed

Code 28 means Windows reports that the drivers for this device are not installed. It names an installation state, not a particular download. The same code can appear on very different devices, so a universal Code 28 driver does not exist.

Confirm the code belongs to the failing feature

In Device Manager, open the affected entry's Properties and read General → Device status. Do not diagnose Code 28 from the yellow warning symbol alone. If the message shows another code, follow that code's guidance instead.

After a reinstall, Windows may lack a matching package that was supplied with the PC. An unsupported Windows version or an interrupted package installation can also leave a device unresolved. The code does not prove the physical hardware is broken, and restarting repeatedly does not identify the correct package.

Identify what needs a driver

Record the device name, exact computer model, Windows version and system type. If the entry is Unknown device, collect Hardware Ids from the Details tab. For an external accessory, record its own model as well.

  • Keep the evidence locally; do not post a complete scan report or device-instance path in a public forum.
  • On an organization-managed computer, ask IT whether driver installation is restricted before making changes.
  • If several entries have warnings, work on one identified device at a time so you can tell which change helped.

Use a matching official installation path

With internet access, check Windows Update for applicable packages. If it finds nothing appropriate, look at the PC manufacturer's support for your exact model, or the accessory manufacturer's support for a standalone device. Check supported Windows versions and architecture before proceeding.

If the manufacturer provides an installer, follow its documented process. If it provides extracted driver files and instructs manual installation, Device Manager's Update driver → Browse my computer for drivers can select the documented folder. Do not use an unrelated INF file or force a different device model to bypass a mismatch.

An offline network controller may need a package transferred from another PC. Download only from the official provider and keep its instructions with the package. Never disable driver-signature enforcement or other Windows protections to make an untrusted package install.

When Code 28 persists

After the required restart, reopen the same entry and test the feature. If Code 28 remains, check that you selected the intended model and that all documented prerequisites were met. Note any installer error instead of suppressing it.

Official support can confirm whether the device is supported on the installed Windows version. Do not move straight to registry edits, device removal or a firmware update because a first attempt failed. Those changes can create a second problem without resolving the missing match.
